Heavy vehicles are an integral part of the economy and the backbone of supply chain networks. However, due to the heavy mass involved, accidents involving heavy vehicles can be severe. So the proper implementation of a work, health and safety management system is necessary to reduce such accidents. Basically, there are three parties involved in heavy vehicle transportations- the consignee, owner and driver. All the parties need to ensure that proper safety protocols are followed, and there are no breaches of road transport laws.

Safety During Heavy Vehicle Transport

Establishing a Chain of responsibility (CoR)

Establishing a proper chain of responsibility is essential for keeping the safety factors in place. CoR is not just about preventing potential risks but also about identifying and avoiding the same. All the involved parties are equally responsible for following the COR. In case the actions or inactions of individuals who are part of a COR leads to an accident, they can be held accountable.

Implementing CoR

There are CoR courses that can be very effective in providing the right training to the involved people. It also explains the legal framework and how that is linked with individual responsibilities. Exercises, case studies and practical training can also be conducted for a proper understanding of the subject. Also, CoR gap assessment tools and safety & compliance management system can be used to identify and assess the gaps that exist in the chain.

The next step is to assign the right set of responsibilities to the concerned.

Consignee responsibilities

●       Vehicles should be loaded without exceeding the specified dimension or mass limits.

●       Proper documentation and declaration of the container weight.

●       Implementation of driver/operator training, material handling training and related statutory approvals.

●       The delivery schedule should beset correctly. It should not encourage drivers to exceed speed limits or miss the minimum rest           requirements.

●       To provide all the details about any dangerous or hazardous goods to the owner.

Owner responsibilities

●       To make sure the drivers do not exceed the scheduled driving hours or the speed limits.

●       Maintaining a proper record of the work and rest times of the drivers.

●       To ensure that drivers do not work while impaired by fatigue or breach their rest schedules.

●       Vehicles should be periodically maintained and should not be overloaded.

●       The loads are appropriately restrained as per the guidelines by using proper equipment.

●       Ensuring the vehicle has the right registration and the driver holds a valid license.

Driver responsibilities

●       Drivers play the most important role, and their responsibility includes the following:

●       Following the traffic rules and the safety protocols

●       Inspecting and maintaining the vehicle before and during a drive.

●       Ensuring that the parked vehicle is safe from fire and explosions.

●       Coordinate with other logistics personnel and provide updated information on delivery timelines and routes.
